The governor or agencies acting on his behalf may receive information from public and non-public entities related to protecting critical infrastructure sectors in Virginia or affecting Virginia citizens. The Virginia Department of Emergency Management will establish guidelines for providing financial assistance to local governments.

The Virginia Broadcasters Association will provide VDEM and the Secretary of Veterans Affairs and Defense with a list of first informants who have received identification cards before December 30th each year.
